a communication tool enabling an efficient use of the spectrum resources where two sets of users share the same frequency band for their transmissions

In this mode of communication, there are two groups of users, licensed (primary) and unlicensed (secondary) users. They both share the same frequency band for their transmissions but in a way that the secondary users transmissions do not cause any problems for the primary users.
